Disabled for violating Facebook's Statement of Rights and Responsibilities

Congress passes bill renewing Violence Against Women Act

The House on Thursday passed and sent to President Obama a far-reaching extension of the Violence Against Women Act. The vote came after House Republican leaders, cognizant of divisions in their own ranks and the need to improve their faltering image among women voters, accepted a bill that cleared the Senate two weeks ago on a strong bipartisan vote.

The bill renews a 1994 law that has set the standard for how to protect women, and some men, from domestic abuse and prosecute abusers. Thursday's 286-138 vote came after House lawmakers rejected a more limited approach offered by Republicans.

It was the third time this year that House Speaker John Boehner has allowed Democrats and moderates in his own party prevail over the GOP's much larger conservative wing. As with a Jan. 1 vote to avoid the fiscal cliff and legislation to extend Superstorm Sandy aid, a majority of House Republicans voted against the final anti-violence bill.

The law has been renewed twice before without controversy, but it lapsed in 2011 as it was caught up in the partisan battles that now divide Congress. Last year, the House refused to go along with a Senate-passed bill that would have made clear that lesbians, gays, immigrants and Native American women should have equal access to Violence Against Women Act programs.

It appeared the scenario would be repeated this year when the House introduced a bill that didn't mention the lesbian, gay, bisexual and transgender community and watered down a Senate provision allowing tribal courts to prosecute non-Indians who attack their Indian partners on tribal lands.

House Majority Leader Eric Cantor, R-Va., who has spent months working on the issue, defended the Republican plan: "Our goal in strengthening the Violence Against Women Act is simple. We want to help all women who are faced with violent, abusive and dangerous situations. ... We want them to know that those who commit these horrendous crimes will be punished."

But the House proposal encountered quick and strong opposition from women's groups, the White House, Democrats and some Republicans, and on Tuesday, the GOP leadership agreed to give the House a vote on the Senate bill. It passed immediately after the House rejected Cantor's bill, 257-166, with 60 Republicans voting against it.

The GOP decision to show the white flag came after the party's poor showing among women in last fall's election and Democratic success in framing the debate over the Violence Against Women Act as Republican policy hostile to women. President Barack Obama won 55 percent of the women's vote last November. Republican presidential candidates haven't won the women's vote since 1984, when Ronald Reagan held a 12-point lead over Walter Mondale among women.

The anti-violence bill should never have become partisan, said Sen. Patty Murray, D-Wash., a sponsor of the Senate bill. "That is why I applaud moderate Republican voices in the House who stood up to their leadership to demand a vote on the Senate bill."

The Senate passed its bill on a 78-22 vote with every Democrat, every woman senator and 23 of 45 Republicans supporting it.

A turning point in the debate came earlier this month, when 19 Republicans, led by Rep. Jon Runyan, R-N.J., wrote a letter to their leadership urging them to accept a bipartisan plan that would reach all victims of domestic violence. The letter, Runyan said, was a catalyst in showing the leadership "a willingness of people in the House to really compromise" and see that the Senate "has a pretty good bill."

Rep. Tom Cole, R-Okla., a Native American, also wrote his Republican colleagues saying he was voting against the House alternative because "it falls short of giving tribes what they need to keep their women safe."

American Indian women suffer incidents of domestic violence at rates more than double national averages, but American Indian courts don't have jurisdiction over non-American Indians, and federal prosecutors don't take up about half the violence cases on reservations because of lack of resources to pursue crimes on isolated American Indian lands. The Senate bill would give American Indian courts the ability to prosecute non-American Indians for a limited set of crimes limited to domestic violence and violations of protecting orders. Opponents have said that raises constitutional issues.

The Violence Against Women Act is credited with helping reduce domestic violence incidents by two-thirds over the past two decades. The Senate bill would authorize some $659 million a year over five years to fund current programs that provide grants for transitional housing, legal assistance, law enforcement training and hotlines.

The Senate bill adds stalking to the list of crimes that make immigrants eligible for protection and authorizes programs dealing with sexual assault on college campuses and with efforts to reduce the backlog in rape kit analyses. It reauthorizes the Trafficking Victims Protection Act.

1. Look approachable.
People will not feel okay of going out with you or getting to know you if they look at you and think they can't approach you. It's not about being shallow, but about giving a good impression of yourself.

  • Make sure you are as clean as possible. Shower taken, teeth properly brushed and flossed, good deodorant, good perfume, hair clean, deeply clean and moisturised skin and clean clothes.
  • Keep up with a nice style that is still "you". You do not have to "dress up", but you should stick to your own style but in an adequate way, wearing what works best for your body type and what makes you feel more "you", but always clean and proper.
2. Go out.
Yes, how do you expect to have a social life if you never go out to new places? You don't have to go to crowded clubs if you don't like, but you elect a day or two in the week so you can visit and have a snack or a few drinks at a popular bar or at a nice restaurant. Take a friend or two with you or go by yourself, but make sure to observe people, keep a good posture and look approachable. This way you'll have fun, relax, be seen in a good way by the people that frequent those places and even have chances of meeting new people.

3. Have an agenda.
It's good to plan a little bit ahead before you go out. Write down what days are you free, what time is good for you to go out and do. Research on the internet to find out what are the best places to go and the ones that have the best prices for you.


4. Take pictures with your friends when you go out.
Always take a digital camera with you. Taking pictures is a way to keep the good memories and even stimulate you to go out even more often.

5. Go places that you actually feel comfortable in.
You don't have to go to a super fancy restaurant if it's not your style, or else you're under the risk of feeling "out of place", like there's nothing in common with you in there. You must go places that you feel good at, and where you're probably gonna find people with the similar styles and tastes as you. It's the best way for you to feel comfortable and more "yourself".

Steps

1. Setup and build your YouTube account.
  • Create your account or use your existing one. Add keywords to help people find your channel. Also select a type of account that specifies more of what you do. (i.e - Director accounts are for short film makers and such)
  • Your user name can also work for, or against you. If its short, easy to remember and original people that see your videos will be more apt to remember you. However if you are using an existing account, just stay with it. It doesn't help if you keep changing accounts.

2. Add content.
  • To get started, begin adding content. Try to upload content that is high quality, and isn't super long. (This option can vary depending on what type of content you decide to upload) Also try to upload regularly and stay consistent with your uploads.
  • Even if your content isn't great at first, keep at it. Practice makes perfect. Try to make each video better than the last. You will often learn as you go.
  • Improve your content by either using a better camera or trying better editing software or techniques. Also try to improve the way things are filmed. Use a tripod, have a friend help you or light your scenes better. It all helps for a better end product which in turn helps you get a better audience.
  • By uploading regularly you can help hold an audience. People are more likely to subscribe if you add content on a more scheduled basis and are consistent in adding content often.

3. Gain an audience.

  • Keep uploading content and try to get people hooked. Send your video out on Twitter and Facebook. Share it with people. Distribute it elsewhere on the internet. Subscribers are essential to becoming a partner. (While you can get paid by having viral videos, this is extremely rare).

4. Become a YouTube partner.
  • Becoming a Partner involves work. Often a lot of it. While anyone can apply, It is best to have over 500 subscribers, upload good content regularly, and have either a viral video or a decent sized audience. YouTube is looking for channels in which they can sell advertising on and make money. They are also looking for channels that won't get them sued. Try to eliminate copyrighted material on your channel and in your videos.

5. Setup Google Adsense.
  • You can setup Google Adsense for free at Google.com/adsense. From here you click the "sign up now" button to begin. You must be 18 years or older. IF you are younger than that, you will need an adult to help you. It may be disappointing but this is something you cant fake. You need either PayPal or a bank account and a valid mailing address as well as other information so they can verify who you are and who to send the money to. You only gain money per ad click and a smaller amount per view but it adds up over time. This is why having an audience is key.

6. Market your videos elsewhere.
  • Don't put your videos just on YouTube! Start a blog, make a website or post them on other video or social media sites. The more views it gets, the better. By sharing the link or embedding the video on the internet, you are increasing the chance of it getting noticed and of you making money.

Tips :
  • Make sure you add tags when uploading videos.
  • Take some time thinking what will your videos be about.
  • Don't publish your content exclusively to YouTube, Broadcast it to the whole internet. Blip.tv is a great site to distribute your video to DOZENS of sites.
  • Upload content regularly.

Gir National Park Travel Guide

Gir National Park attracts droves of visitors to see the Asiatic lion in the wild, as it's the only place in the world where these creatures are now found. Once almost hunted to extinction, numbers have recovered well due to conservation efforts. The park's core zone, which extends for almost 260 square kilometers, was declared as a national park in 1975. However, the sanctuary was set up a decade earlier, and lion numbers have been increasing since then. The park's forested hilly terrain makes it a preferred habitat for the jackals, leopards, antelope, and deer that also live there. It's home to crocodiles, and over 300 species of resident birds as well.

Gir Location:

In the south west part of Gujarat state, 360 kilometers from the capital Ahmedabad, 65 kilometers from Junagadh, and 40 kilometers from Veraval. It's inland from the beaches of Diu. The entrance to the park is located at Sasan Gir village, and this is where the park reception and orientation center is (next to the forest department's official Sinh Sadan Guest House). There's also a Gir Interpretation Zone 12 kilometers west of the village, at Devalia. It's a fenced off area of around four square kilometers that contains a variety of wildlife, including lions. A bus takes visitors on a 30-40 minute tour of it.

How to Get to Gir:
Junagadh is the most common approach to the park. The railway station there receives trains from Ahmedabad and Rajkot, and major cities interstate. Then, it's an hour and a half by road to Sasan Gir. Via Veraval, it's one hour. If you don't want to take a taxi, pubic buses run regularly to Sasan Gir from both places during the day. The park is also easily reachable from the beaches of Diu, which are around two hours drive away. Alternatively, many people prefer to take a private bus to Sasan Gir from Ahmedabad as it drops them right next to the Sinh Sadan Guest House and reception center. Hence, it's more convenient than the train. The journey takes seven hours, and buses can be arranged from the the private bus stand near Paldi bus stop. There's no need to book in advance.


When to Visit Gir:
The most popular time to visit Gir is from December to March. However, it can get very crowded during peak times with long waits. You're more likely to see wildlife, such as lions, when it's hot (from March to May), as they come out to get water. The best safari to go on is undoubtedly the first one of the morning, when the lions are most active. They tend to sleep for the rest of the day and don't move around much! Weekends and holidays are to be avoided due to the crowds and higher fees charged.

Gir Opening Hours:
Gir National Park is open from mid October until mid June. There are three safaris a day at Gir. They start at 6.30 a.m., 9.00 a.m., and 3 p.m. The Gir Interpretation Zone is open Thursday to Tuesday (closed Wednesday), 8.00 a.m. until 11 a.m., and 3.00 p.m. until dusk.

Gir Fees:
The Gir entry fee, which grants visitors a permit to go inside the park, is payable per vehicle, with up to six occupants in each. The cost depends on the day you visit, with weekends and major public holidays being the most expensive. For Indians it's 400 rupees from Monday to Friday, 500 rupees on Saturday and Sunday, and 600 rupees on holidays such as Christmas, Diwali, and Navaratri. Foreigners pay $40 during the week, $50 on weekends, and $60 on holidays. You'll also need to pay for a guide to accompany you inside the park (100 rupees), and the cost of hiring a jeep (around 1,300-1,500 rupees). The fee for the Gir Interpretation Zone is 75 rupees for Indians and $20 for foreigners. Although fees are quoted in $US, they must be paid in rupees.

Gir Travel Tips:
If you're part of a group, sort your jeep hire out first. Jeeps can hired from hotels and guesthouses, or the park reception center. Entry permits for the park are issued at the reception center. If you're traveling alone, you'll usually find a spare spot in a jeep on offer there, and you can share the costs with the other occupants.
Only a limited number of permits are issued per day (the has been raised from 30 to 150 to help meet demand). Around half of them are reserved for people who have booked in advance, and are staying at Sinh Sadan and other registered hotels (the hotels will take care of obtaining your permit, for a fee). Hence, if you haven't booked, it's best to be at the permit office well before it opens in the morning. Otherwise, you'll find yourself in a long line and you may even miss out on a permit, especially during peak times. The permits are processed in batches before each safari, with a substantial break in between. Processing for the 6.30 a.m. safari starts half an hour before. However, the queuing up begins as early as 4 a.m.! According to locals, during peak times, this stretches to midnight.

There are eight safari routes inside the park. They're randomly assigned by the computer for each permit. Certain types of private vehicles are allowed in the park but only if they use petrol.

Gir Hotels:
The government owned and operated Sinh Sadan Guest House represents the best value for money. The rooms are inexpensive and the garden ambiance appealing. Rates are from 500 to 1,500 rupees a night. However, it's a challenge to book. Reservations need to be made a month in advance. Phone (02877) 285540 but be persistent, as the number is often busy. After booking, you'll need to fax application and ID, confirm they've received it, and then send check or demand draft for payment. The Taj Gateway Hotel shares the same fabulous location and is an excellent choice if you have the budget for it. Another hotel that's worth splurging on is the Fern Gir Resort. A bit cheaper, the Maneland Jungle Lodge, around three kilometers from the park entrance, is popular. Gir Birding Lodge is a good choice for those into birding, as bird and river walks are offered. It's located not far from the park entrance. If you're looking to save money and don't mind staying a bit away from the entrance, there are plenty of decent and inexpensive hotels on the way to the Gir Interpretation Zone at at Devalia.

How To Make an Indian Railway Reservation

Confused about how to make an Indian railway reservation for train travel in India? Indian Railways requires reservations on long distance trains for all classes of accommodations except second class. This step by step guide will help you through the process using Indian Railways facilities.


Alternatively, a new online booking service for Indian Railways trains has been launched by Cleartrip. It's very user friendly but a 1.8% service charge is levied on the cost of the train fare. This website is recommended as many people have had issues with international credit cards not being accepted by Indian Railways and other travel portals.

Note: it has now become almost impossible for foreigners to make Indian Railways reservations online due to new verification procedures that require an Indian mobile phone number.

Difficulty: Average

Time Required: Variable. 30 minutes for internet reservations, up to two hours for over the counter reservations.

Here's How:
1.      Find the name and number of the train you want to travel on by going to the Indian Railways Passenger Reservation Inquiry website. Click on "Train Berth Availability" under "Services". An on-line Indian Railways Trains at a Glance timetable is also available to assist you, although it requires quite a bit of navigating!.
2.      Enter the details of the station you want to depart from and the station you want to travel to, your journey date, and class of accommodation that you want to travel by (hint: select all classes to keep your options open as some classes book up more quickly than others).
3.      If there are no trains running directly between the stations you've selected, you’ll get an error message and will need to go back and try some different station names. Otherwise, you’ll be presented with a list of trains. Select the desired train and class you wish to travel by (and quota if relevant), and check the availability of beds. You can also check the train fare and route at this point.
4.      If there are no beds available on your particular train, the availability will show as Reservation Against Cancellation (RAC). You can still book a ticket and you’ll be given a seat on the train, but not necessarily a bed unless there are enough cancellations. If the train is fully occupied, availability will be shown as Waitlist (WL). If you book a ticket in the waitlist queue, you won’t be allowed to board the train unless there are enough cancellations for a seat or bed to become available.
5.      Once you've found a suitable train to travel on, make note of its name and number.
6.      If you're booking over the counter, print out the reservation form. Complete the form and take it to a reservation office. Alternatively, you can obtain a reservation form at the office and complete it there. Try to go to one of the facilities for international tourists (click on the yellow "Tourist Bureau" menu near the top of the screen) as these places are much more efficient and customer friendly. Be aware that you must pay with US dollars, UK pounds, Euros, or Indian rupees and an Encashment Certificate if purchasing a ticket there.
7.      If you're booking on line go to the IRCTC Online Passenger Reservation Site and register. Log in and then enter the station details of your travel, date of travel, and class of travel. Select e-ticket (electronic ticket) and click on "Find Trains". Select your train from the list that appears at the bottom of the page and click on "Book Ticket". Complete the electronic reservation form and click on "Go". You’ll be shown the details of your booking and you should review these.
8.      If your details look fine, click on "Make Payment". Choose the bank that you want to use to process your payment. For international credit cards, select CITI PG. Otherwise, if you’re using an AMEX card, select American Express. Enter and submit your card details. Your transaction will be processed and you’ll be provided with a booking confirmation. Print this out and carry it with you when you travel.
9.      All bookings, made both over the counter and on line, are assigned a 10 digit PNR number. If you’re in the RAC or WL queue, you can check the status of your booking on the Indian Railways website by clicking on "PNR inquiry", then entering your number and clicking on the "Get PNR status" button.
Tips:
1.      Bookings should be made as far in advance as possible (up to 60 days before departure,now decreased from 120 days), especially during the busiest traveling times from November to March. Otherwise, you’ll need to be prepared to be flexible about your travel dates and times, and class of accommodation.
2.      It's recommended that you book your tickets online to avoid the often maddening Indian bureaucracy and disorderly queues. However, the Internet reservation website can be slow and temperamental. If you happen to get an error message (such as "service unavailable"), try refreshing your browser or go back to the start and re-enter your transaction. Patience is the key here.
3.      Sometimes the station name doesn’t reflect the place name (for example, the main railway station in Kolkata/Calcutta is called Howrah), so it pays to do a little research. You can do this by using the Indian Railways Trains at a Glance timetable.
4.      Indian railways operates a number of quota schemes. Last minute bookings are allowed through a "Tatkal" quota on some of the most popular trains, whereby beds are released for reservation 24 hours in advance (previously 5 days). Foreign tourists can avail of a special tourist quota, which can also help in getting a bed during peak times. The availability of both quotas can be checked when you check the availability of your desired train on the Indian Railways Passenger Reservation Inquiry website. Unfortunately, the website's capability for bookings using these quotas is limited so it's best to make them over the counter.
5.      Cancellations happen often, particularly in the 24 hours up to departure. If you’re waitlisted, you’ll have the best chance of getting a bed in sleeper class as the majority of beds (and therefore cancellations) are in this class.
